You cannot say which has more scope.Both the fields are different.One is about maintaining government rules and regulation,maintaining peace and order,while engineering is all about technical knowledge and implementing those technical knowledge in real life.Both has lot of scope.
If you complete your engineering with knowledge not for just getting degree then you may do not require to do IAS.You have more perks and jobs.After completing enginnering in E&TC you may apply government jobs like Engineering Service Examination conducted by UPSC.Through GATE you may apply for jobs in public sector company.You may get jobs in private sector through campus placement.After that if your wish to good jobs in governemnt sector then you may appaear for Civil service examination to become an IAS,a different domain.
There is no comparison between these 2 as a result of one is expounded to the indian body serviceand different is expounded to the engineering course.
If you're aiming to apply for the IAS then you wish to be a graduate to use for identical and if you qualify the communicatingination then you may get the task within the indian body service that is that the toughest exam to crack.
