You can give spare time to Civil Services.
First Decide your goal then start preparation of Civil Service Exam.
If your First Goal is Civil Service then you can give time to Civil Service.

>> first Collect material for study.
Collect NCERT books and Start Reading and preparation of Civil Service.
>> Daily Read newspaper like The Hindu.
>> Regular Reading Of Magazine like chronicle, Yojana and Kurukshetra.
>> Daily Watching of TV will also increase your general Knowledge.

The best method is to read the news papers, magazines etc. If you want good material to read and enjoy try THE HINDU news paper, it is my personal suggestion. Try to be aware of the worlds recent advancement in every field,for this use the Goggle. This will be enough for you initially.
If you�re having a lot of free time then you should simply use it with the maximum utility in increasing your current affairs knowledge because in civil services preparation, preparing for the general studies proves out to be the toughest part. Therefore you should utilize that time while reading the current affairs books of the general studies paper.
It is good enough that you are thinking of civil services as earlier as you can do the preparation. You better start grttingvthe matter as soon as you can do. and apply for the coaching classes in your last two years of degree.

First you need to set Goal in you life and then you can decide which field you want to go.

>> If you choose IAS then it is best for future and great to serve nation.
>>UPSC Exam minimum education qualification is Graduation in any field from Recognized University.
Final Year Candidate can also apply from UPSC Exam, but candidate should verify before mains exam if he/she Clears prelims exam.
>> Age limit is 21-30 years
>> You can give Following times Attempt according to Category:
General Category: 4 Attempts
OBC: 7 Attempts
PH: 7 Attempts

Dear if you are interested in civil service exam preparation then it is nice way for you to make your career because you are a engineering student and if you will get at least 3-4 hours everyday then you may prepare well for this examination and you should follow these following points
>> When you go to college in morning then before going to college you should complete your all institute work in morning time and complete your college studies during college period
>> When you get free in college during lunch time or any extra class time then you should use any good book for the preparation of civil service examination and you should bring any good book to college
>> When you comes back to your home then take some rest and if you are having no work after college then do not waste your time and start preparation and for that you can use various books and previous years question papers and if possible then try to give more and more time for preparation
>> Read complete topic and make target in syllabus that you have to complete this topic within fixed days by hook or by crook but do not take tension about preparation because you are not going to appear for examination that is why be cool and try to save your college study means that should not be effected by this
