First of all you have to clear in which exam you want to know about the job opportunities. IES, IAS, IFS or IPS exams. There are difference types of books for these examination. Although UPSC prelim exam has same types of books.
NCERT books are best for the basic knowledge because it covers full syllabus of UPSC.
You can also practice more and more MODEL Question Papers from a sample paper by which you can experience to the Questions coming in UPSC exams.

Hiiii my friend .....if you are interested to achieve for UPSC exam then you will start preparation from now onwards only.....i am saying that if you prepare well before the nofication has relesed then you it will be very useful while you are writing your examination....and time management , practicing number of time, reading news papers and watching news ...more over to read min 8 hours a day then you will be able to get easily ....And the exams will be held that is based on the notifications that UPSC has released...so regulary surfing the UPSC website ...it is best way to know every thing about it...any way good luck my friend

the preliminary exam is taken by the upsc in month of may and mains exam aug/sep.

The right time to start the preparation is just before 2 years you write the exam.
I appreciate your dream of serving the nation.
Firstly, you need to write Preliminary exam of Civil Service followed by Mains.
The qualification for the Civil Service is Graduation(Degree). So you need to complete your graduation.
Coming to the Preliminary exam, it consists of General Science and Aptitudes.
And the syllabus for the Preliminary is cover everything intermediate level like GK,Biology, everything.
And the syllabus for the Mains is to select two subjects out of 25 subjects but a combo of same stream is avoided like (Electrical Engineering and Mechanical Engineering).
And an Indian language out of 26 languages.
I'd suggest you to go through newspapers, history(Indian), Geography(India) And the problems arising in your state.
And reading the newspapers is just not the thing, you'd analyse the facts and analyse every stuff you go through.
The main important thing is to prepare notes of it. It helps you to reckon everything when you just have glance at it.
And preparing the notes is very good job because you'll never find anything in any book about certain topic which you surely find in dailies.
Go through two languages of dailies (one, perhaps English and second, your language).
And section of subjects for Mains depends on what course you do in your graduation.
After deciding the course, then go should go through previous year papers.
And you can also join a institute just 2years before writing the preliminary exam.
You should create your own time-table because proper planning and execution is more important for success.
More and more rehearsals are also important!
