Of feb. and the exam normally conducts in the month of

You can apply for the exam by just visiting the website of the upsc
And by filling the form of the exam
Education :
-The Applicant should be a graduate
-The Final year applicant can also apply
-The Apply just need passing marks
Age Limit :
-The age of the candidate should be 21 to 30
-their is relaxation for the obc of 3 years
-And relaxation for the sc,st of 5 years
-Also the age relaxation for the ph 10 years
Number of Attempts :
-The number of attempts allowed for the obc 7 years
-The number of attempts allowed for the sc,st unlimited
-The number of chances allowed for the general 4

UPSC exam is conducted every year under which the most prestigious posts of the nation are filled.
This exam is generally held during May-June during an year. The prelims are held during this time and the results will come out in 2-3 months after which the main exam will be conducted. The main exam is tentatively held during the months of Oct-Nov.
The notification for a particular year comes out during Feb-March of that year.
UPSc official site generally posts the exam calendar which can be viewed there.

First of all ,I would like to clear your confusion that there is no separate IAS exam .IAS is the Indian Administrative services and the examination for which is organised under the civil services which is conducted generally in the month of may.
Civil services examinations are conducted in generally three stages :

The preliminary exam may be held in the month of the May-2103 (because last year the preliminary exam also held in the month of the May).
The mains exam held in the month of the October.
