u have completed ur b.com now and u want to attend IAS service exam that will held by UPSC ..
so that u have to do only few things :
1. regularly u have to visit UPSC's site that is "www.upsc.gov.in"
2. when u get requirement u have to online register throught that site any all other detail will there in that site for related post..
3. u can give answer in any of language in UPSC;;s exam now ..so its all easy now.

u have finished ur b.com and its good for upsc IAS u have to register in "www.upsc.gov.in" website for that
1. u have to visit regularly this site when they declare date u have to regisr from that site only and u will be able to be in examination.
and all information u can get while registration in that site and this is so easy to be in upsc exams...
but before attend IAS exam its good to attend any other competetive exam so u wll get idea...

Civil Services Examination is conducted by UPSC every year for the recruitment of candidates for the post of IAS, IRS, IPS.
For this if you want to register your candidature you need to log on to www.upsc.gov.in
You nee to follow the following steps
1.Got to the website and click on the online application link given on the website
2.You will be directed to the form filling page where you will have to click on the exam name and then you will be asked to complete the part 1 registration
3.You can see the notice given there for online filling
4.after you complete the part 1 you will be asked to deposit the money and then proceed to next part 2 registration

I really appreciate your choice to appear for the UPSC examinations.IAS stands for the Indian Administrative services.Civil services examinations is conducted every year for the services like IPS.,IAS,IFS etc.
Since you have done your bachelor's degree in commerce ,you are eligible for the civil services examination interms of educational qualification.Now you should be between 21-30 years so as to satisfy the age limit.
The important dates for the CSE 2013 are as follows:
Date of notification:02/02/2013
Last date of receiving applications:04/03/2013
Date of examinations:19/05/2013.
As you can see from the important dates,that the registration has already started.
There is nothing difficult to register for the Civil services examinations,you just need to follow the given algorithm so as to apply for the examinations:
Step: Visit the official website that is http://www.upsconlinenic.in
Step 2: Clic k o n the civil services exam link.
Step 3: Fill in the personal details in the given application form.
Step 4: Upload your photograph and signature with the limits specified.
Step 5: The last stage is to pay the examination fee.You can pay it through debit card/credit card,internet banking,sbi challan form.

For applying UPSC exam, you need to wait for the announcement of this exam. Once notification come than there are two mode for applying one is offline and the other one is online. For offline mode you need to go to the near post office and buy form from there than you need to fill all the blogs and post it to the prescribed address. Though the online mode you can visit the website www.upsc.gov.in and there should be a link for online application follow it and be ready with scanned photograph and your signature. You can pay fee through Debit card or Credit card and Net banking.
Other basic criteria for civil services exam are:
Your age should be 21 to 30 years, 3 years relaxation for OBC and 5 year for SC/ST candidates.
This exam was divided into three parts
1. Preliminary exam
2. Main exam
3. Interview

UPSC IAS exam is conducted in 3 phases: prelims, main and interview.
To get registered for prelims, you need to go to www.upsconline.nic.in once the notification for application is out. It was to come out on 2 Feb' 2013, but go postponed for undisclosed duration.
Once you clear prelims, you will get chance to write mains and same for interview.
