Dear candidate we are really sorry to say that you have not mentioned that for which UPSC exam you are going to prepare means you must have mentioned in your question that which UPSC exam do you wants to clear because there are so many exams conducted by UPSC board but you are from engineering stream and there is a separate exam in UPSC conducted only for engineering stream candidates which is following :
Eligibility Criteria for Indian Engineering Services Exam 2013 :
Candidate should posses a bachelor's degree in engineering in any one of the following disciplines from a recognized university
Civil Engineering
Electrical Engineering
Electronics & Telecommunication Engineering
Mechanical Engineering
Age should not be less than 21 years and more than 30 years and relaxation in upper age would be provided as per government guidelines which is 5 years for SC/ST and 3 years for OBC category candidates
Examination Pattern for UPSC IES Exam 2013 : There would be following papers conducted in this exam :
Section - I - Objective type 3 papers in which one would be conducted for - General Ability test and other two would be conducted for your specialization subject which you have selected in the exam and each paper contains - 200 marks
Section - II Conventional type 2 papers and both papers would be for your selected specialization subject and each paper has 200 marks
Total marks alloted for all 5 papers - 1000+200 marks for interview process
Dear you are pursuing 4th semester of your degree so that you are not eligible to apply for this exam and other exams also and to apply for these exams you need to complete your at least 3 years of degree and when you come in final year you can apply and you are also eligible to apply for following exams :
UPSC Civil Services Exam 2013 : A bachelor's degree in any discipline from a recognized university and age should not be less than 21 years and more than 30 years and relaxation in upper age as mentioned above
Examination Pattern : There would be following sections in this exam :
1. Preliminary Exam : Objective type 2 papers conducted and each paper contains 200 marks and qualifying in each paper is necessary
2. Mains Examination : Conventional type 9 papers conducted and total 2000 marks alloted for all 9 papers and qualifying in each paper is necessary and you would have to choose any two subjects as your optional in the mains exam and you can choose any two from the following :

First thing you did not mentioned, which exam you want to give because UPSC conducted a lot of exam. Here I assume that you want to give the Engineering services exam. For this exam first you have to complete your engineering dergee or you can go if you are in last semester.
Your age should be 21 to 30 years, 3 years relaxation for OBC candidates and 5 years for SC/ST candidates.
And one thing always remember that General category member can give only 4 times and 7 times OBC candidate. There are not any limit for SC/ST candidates.

THE AGE LIMIT----
21-30 years for GENERAL.
21-33 years for OBC.and
