please read news papers slowly and steadily.concentrate espacially on editorial and business section.

this book help you in learning many new and technical words.This book wants continuous study and revision.
you can also download the previous year paper
of CAT AND TOEFL EXAM to check your level of english.
you are an electronics and communication engineering student.so, there is no any optional subject from your branch.
it is much better if you choose optional subjects of your own interest.

If you wish to appear for Civil services exam,then you will not have Electronics and communication as any paper for the Mains exam.You can have that paper in Engineering service exam.But for Civil service i.e. IAS,IFS,IRS etc you will have to select some other paper from the list of optional subjects.If you have a good grasp of your branch papers,the it would be better to select Physics for the Mains exam as Modern Physics is similar with Electronics and Communication engineering.You can check the previous year papers also on website of UPSC for better assessment.Moreover as you will be preparing for the prelims or Mains for all subjects for General studies,you can also select between Geography or Public administration as they will be helpful in GS as well.For English best option is English newspapers as Hindu or even Times of India.Try reading out the editorial sections and practice spoken english
