In upsc ias/ips exam there R 3 engineering subjects.
1 mechanical engg.
2 electrical engh.
3 civil engg....u can not take electronics & communication engg. Bt U can take public administration or geography or sociology..
Public administration would be best subject for U bcoz it will help u in score more in mains & after u bcome ias public administration will help u....
How can you take Electronics and Communications as subject for Mains when you do not have that subject on the list of subjects of Civil services.You need to select the optional paper from the list provided.You can choose ECE for IES but not for Civil service exam.Following are the list of subjects among which you have to choose one:

sorry to say that you can't able to take Electronics and Communication subject as your optional subject. because this subject is not listed in the list of optional subjects for IAS. you have to choose any one subject as your optional subject from the following list of subjects. according to new pattern there is no optional subjects for prelims and you have to choose only one subject as optional subject for mains instead of two.
i will advice you to select the subject which you interest and which you can study easily and already know about subject. this will help you in preparation.

for IAS you have to write Civil Services exam that is conducted by UPSC.
for Civil Services you must have graduation degree and your age must be within 21 years to 30 years. there is relaxation in upper age upto 3 years for OBC and 5 years for SC/ST.

UPSC Civil Services Exams are held in three stages: Prelims
MAINS
Interview
In the Prelims Exams there are two papers
Both these papers are in Objective mode
Both these papers are common for all the candidates
There is no optional paper in the Prelims Exams
In the Mains exams which is conducted for all those candidates who clear the Prelims Exams there are 7 papers
Out of this 5 papers are manadatory for all candiadates
You have to choose one optional subject and this optional subject will have two papers
