Hello Friend,

UPSC does not recruit people to RAW. Most of the members of RAW are selected from various govt. deptt. internally i.e. among those who are already working with our govt deptt. So, you can join police force and you are find suitable afterwards, you can be called to join RAW. This process is followed so as keep the secrecy of RAW members intact. If UPSC starts conducting exam for joining RAW, then the cover of RAW agents is blown even before its inception. I hope you understand the logic.
