Backlog candidates or ER (Essential Repeat) candidates are not apply to civil service exam. For this exam they should be proper graduate from recognized university.

Well dear i should tell you one thing and that is upsc does not allow any candidate which have any backlogs in their course.so you should clear your backlog first and then apply for civil services exam.
ELIGIBILITY:
Educational-you must have a graduation degree from a recognised university without having any backlogs.
Age limit:
general-21 to 30 years.
Obc-21 to 33 years
sc/st-21 to 35 years.

Eligibility To apply for Civil Services Exam 2013 :
A bachelor's degree in any discipline from a recognized university and final year pursuing candidates are also eligible to apply for this exam
Age should not be less than 21 years and more than 30 years and relaxation in upper age as per government guidelines which is 5 years for SC/ST and 3 years for OBC category candidates
If you are pursuing final year of your degree and got the backlogs in first or second year of your degree then you may apply for this exam but you would have to clear all your backlogs before the mains exam if you qualify in the preliminary exam and if you have got backlogs in final year then you need to clear them first then apply for civil services exams and you can apply for this exam between these following dates :
Start date for online application - 02-02-2013
Last date for online application - 04-03-2013
Date for UPSC Civil Service Preliminary exam - 19-05-2013

you can write UPSC Civil Services exam. But according to rules you have to show the proof or degree at the time of interview that you have completed your graduation. So first of all clear your all backlogs.
Civil Services exam constitutes three parts:
1. CSAT
2. Mains
3. Interview
for appearing in exam you have to fulfill some other requirement like:
>>you must have completed or appearing in final year of graduation.
>>your age must be within 21 years to 30 years on 1 August of the year of exam. there is relaxation in upper age limit upto 3 years for OBC and 5 years for SC/ST candidates.
and you must have attained the minimum age on same date and you have not attained the upper age on similar date.
Limit Number Of Attempts:
>>General: 4 attempts
>>OBC: 7 attempts
>>SC/ST: No Limit

NO YOU CAN NOT APPLY FOR THE UPSC EXAMS WITH A BACKLOG.
The simple and straight criteria for applying in the UPSC exam civil services that the candidates must have completed their graduation from any recognized university.
As you are having a current backlog,that means that you are not a graduate yet,so you do not met the criteria.
Hence you do not fulfill the criteria for the UPSC exams,you will have to clear your backlog in order to get the criteria fulfill.
Remember having a history of backlog is not a problem,but you must not have any backlog in present.

Yes definitely you are fully eligible for Civil services exam. there is no such type of restriction related to back log or ATKT so you can appear CSAT exam. there is no percentage limit in your graduation.
Civil services exam is conducted by UPSC this exam is known as CSAT exam.
