1) General category candidates can appear for civil services exam 4 times within their allowed age limit of 21-30 years.
2) OBC candidates ( non creamy ) can give the exam 7 times within their allowed age limit. they are also given upper age relaxation for 3 years. so the permissible age limit for them is 21- 33 years of age.
3) However there is no restriction on number of attempts for SC/ST candidates. They can appear any number of times as long as they fullfill the age criteria .
Sc/ST candidates are given age relaxation for 5 years . So the eligible age limit is 21- 35 years.
the reference date for calculating age is 1st august of the year you are applying for the exam.

The age limit for the different-2 category is different. And attempt of the exam is also different
The age limit is for general category is 21 to 30 years. And attempt the exam 4 times.
The age limit is for obc category is 21 to 33 years (3 years relaxation). Attempt the exam 7 times.
Age limit for SC/ST category is 21 to 35 years and attempt chance till overage. Means no limit
Age relaxation to physically Handicap (PH) persons:
Age relaxation of 5 years is allowed (total 10 years for SCs/STs and 8 years for OBCs in respect of the posts reserved for them)
Age relaxation for Meritorious Sports persons
The relaxation in upper age limit upto a maximum of 5 years (10 years for personsbelonging to SC/ST Communities and 8 years for persons belonging to OtherBackward

Dear if you are willing to apply for civil service examination which is conducted by UPSC board then you should know that there are some limitations for each category candidates in attempting the examination which are following as
General Category Candidates - 4 times only
OBC Category Candidates - 7 times only
SC/ST Category Candidates - No limit but only till 35 years of age
