in civil services requirement of age/attempts/education etc is framed by the union public service commission.
***a general candidate's age must be within 21 years to 30 years with graduate degree from a recognized university to write civil services.
*** and as far as attempts is concernd for general candidate 4(attempts)allowed to clear the civil services.

Attempts which are allowed to appear for Civil services exams are following as :
UPSC board has decided a limitation to apply for exams as category wise as per government rules :
1. General category candidates can apply for these exams only for 4 times
2. Other Backward Classed candidates can apply for these exams only for 7 times
3. Scheduled Caste and Scheduled Tribe category candidates has no limit to apply for this exam means they can apply for this exam till 35 years of age
4. PWD category candidates can apply for this exam till 40 years of age means no limit
You need to have a bachelor's degree in any stream from a recognized university and your age should be between 21-30 years for this exam.

Civil Services exam is conducted by UPSC for the posts of IAS, IPS, IFS, IRS etc. It is conducted by UPSC every year.
Eligibility Criteria For CS exam:
1. you need to complete or appearing in final year of graduation from recognized college or University with any percentage.
2. your age must be within 21 years to 30 years on 1 August of the year of exam. UPSC also provide relaxation of 3 years in upper age limit for OBC candidates and 5 years to SC/ST candidates.

It is one of the most competitive and toughest exam at the All India Level.
Eligibility For CSE :
Age Limit :

So number of attempts allowed for general category candidates in CSE is 4 Times.
If a candidate applies for CSE and does not appear in any paper it is not counted as an attempt.
But if a candidate appears in atleast one of the papers of the CSE it will be counted as an attempt.
For eg:A candidate appears only in one paper of the prelims exam and does not appear in any other
paper then it will be counted as an attempt.

Donot worry ,I will tell you about no of attempts for civil services examinations.It is category based.It totally depends upon the caste or category towhich you belong:
General candidates get only four attempts
Obc get seven attempts
SC/ST has great advantage in terms of no of attempts as they can appear for any no of times during their age limit.
The age limitations also depends upon the caste /category to which you belong:
Academic qualification is same for all the candidates that is bachelor's degree is the minimum qualification required for it.however final year candidates can also apply for the exam.
The civil services examination is conducted in three stages:

Degree obtained by distance education/open university is also eligible if the university is a recognized university

in UPSC CIVIL SERVICE EXAM then NO OF ATTEMPTS FOR GENERAL CANDIDATES 4 times only .
age should be 21 to 30 years.
there is no relaxation in age for general candidates.
you should have to passed graduate from the recognized university.

- If you are from an general category, then only you have four attempts to clear examination.
- If you are from an obc category, then you have only seven attempts to clear examination.
- And there is no limit on the number of attempts if you are from an sc/st category.
- In every attempt you need to satisfy the eligibility criteria , mainly the age limit which is from 21 years to 30 years.
- You also need to have completed graduation.
