For IAS Exam preparation you would have hard work
You should have minimum 5-6 hours study daily.
You should read helping books
You should read NCERT Books
You should solved previous question paper.
you should read newspaper and magazine.

If are you want to study seriously for IAS exam then you must study minimum of 10 hours study.
Plan study hours with following manner:
2 hours of newspapers reading
3 hours of general study
2 and half hour study of elective subject I
2 and half hour study of elective subject II
Increase study hours up to 14 hours..

Hope you are in good health!
See,according to me 3-4 hours of effective studying is more than enough for a candidate who is preparing for this exam.
By the term "Effective Learning",I mean that you should be entirely focused towards what you are studying.
Don't get distracted towards other things.
Other things that you can keep in mind is to mark important points and note them down on a paper.
Keep revising these points every day.
Revise the formulae.
The most important thing is that you should first work on your basics.
Make sure that your base is clear and then you'll be easily able to solve difficult questions as well!
So keep in mind the above points!

IF my opinion then you should have to study minimum 6 to 7 hours.
because:-
you should have to read news papers and current affairs .
and you should have to study every subject in one one hour. every day.

I think you should study min. 5-6 hours daily for IAS exam.
If you are really serious about to crack the IAS exam and to become IAS Officer in India then you must and must study at least 15 hours per day means you should avoid your all other works and concentrate only on study then you would be able to crack IAS preliminary exam and mains also but if you ignore the study and care about 6-8 hours then you can not be selected in IAS prelims also then how would you crack the mains exam so be careful and attentive and care about your study only and study hard and use various coaching institutes and various publication's books to study and try to collect more an more knowledge which is useful and prepare for exam.

Counting hours is not the part of study.
The number of hours depend upon your catching power. If your catching power is good the you can easily understand any topic but if you catching power is weak the it may take few hour or few days to understand well.
so my dear friend how much cover the syllabus in a day i the most important as compared to counting the number of hours
