Yes friend, you can start the preparation for the IPS post but you can not apply for the civil service exam.
UPSC conducts the exam for the post of IPS through Civil Service exam.
This exam is conducted once in a year at all India level.
Civil service exam is conducted in the stage Prelims, mains and Interview.

You should start the preparation from now and schedule your time table as per the syllabus of civil service exam.
For the preparation first of all you should cover the General studies section.
General science is very broad part and has no limit.
For the preparation of GS you should read newspaper and study with competitive magazine.
Pratiyogita Darpan is considered as good magazine for the preparation.
You should listen news for the knowledge of current affairs.
Make the notes of information you get through newspaper and news.
You should join any good coacing institute for the preparation of CSE.
Here you can do study in competitive environment and solve any kind of query and concept by experienced faculty.
Use reference books and NCERT books for the deep knowledge of the subject.
