Well friend as you want to go for ips then you have to clear civil services examination.as you are a b.tech second year student then it is the best time to start preparation for ias exam.you should at least get the syallabus and know the pattern and start doing some preparation.

Dear B.Tech is a four year bachelor's degree program in engineering and technology and you are pursuing second year of your graduation so this will take two more years to be completed but you will be eligible to apply for Indian Civil Service/ Indian Police Service Examination while pursuing final year so it depends on your wish first that when would you like to apply for this examination and appear with complete preparation but I would like to suggest you that B.Tech is professional degree course that is mandatory to be completed without any problem so you must not take tension about preparation for IPS examination because this recruitment is held every year without any cancellation and competition will be increased more than present in future but you will have to face competition if you seriously wants to become an IPS Officer so why not appear for IPS examination after completing preparation and getting good command over all subjects
So right time to appear for this examination will be after completing graduation because if you start preparation then you will be unable to manage study of both degree and IPS and you must know that IPS examination requires in depth study for all subjects that are compulsory in examination so you should complete your bachelor's degree first or complete at least 3 year then when you come in final year then you should start preparation and apply after passing degree but only after being confident about study and grounding otherwise you may loose one attempt for IAS examination because there are only 4 attempts available for General Category candidates and 7 for OBCs so each is important so care about it and prepare after completing graduation so you could give your entire time only to preparation and nothing else

for IPS you need graduation degree in any discipline from recognized college or university with any percentage. so it is clear that you have two years spare. and you need to utilize these years well. So this is the right time to start preparation.
for IPS you have to write Civil Services Exam.the exam is conducted by UPSC every year.
your age must be within 21 years to 30 years on 1 August of the year of exam. There is also available relaxation in upper age limit according to government norms as 3 years for OBC and 5 years for SC/ST candidates.
Civil Services exam is conducted in three phases and you have to clear all the phases to become an IPS officer.
The three phases are CSAT(Prelims), Mains and Interview
there is also applicable limit of number of attempts like 4 for General, 7 for OBC and there is no limit of number of attempts for SC/ST candidates.
Tips For Preparation:
for Question papers visit
- first and most important Manage your Time table and maintain your self calm and Cool.
- go ahead according to UPSC Syllabus.
- you can start for UPSC by study 6th to 12th NCERT books.
- increase your general knowledge, continuous reading news papers and magazines, concentrate on English.
- solving Previous year question papers is most requisite part of preparation.

Generally final year are considered good for preparing for any competitive examination after completing your graduation or placements but since you are in your second year you may gradually start your preparation.You should develop a habit of reading newspaper daily.It help you a lot .Reading a newspaper will improve your vocabulary,english communication skills and besides all of these the most important one make you knowledgable about current affairs and improve your general knowledge.Once you developed this habit and you move on to next stage after 3-4 months start solving aptitude questions,reasoning question.It will make you prepare for CSAT paper means paper 2 of general studies.then you start solving question paper of preliminary examination.But while doing these things you should also keep learning about the latest pattern of examination as well as question paper format as in this fast changing world any change can happen anytime .So you need to keep your preparation focused
