Yes you are fully eligible for the civil services exam
As you are a graduate from a recognized university
Also it does not matter that in how many years you have passed
Your graduation the thing matters is that the candidate should be pass
In the graduation as i think you have backlogs that's why
You are not able to clear the course in 4 years
But the Main Thing is that you have cleared all the backlogs and
Now you are a graduate and all graduates are fully eligible for the exam

Yes,you are eligible to apply for Civil services,even though completed in B.Tech in 5 years instead of 4 years because academically eligibility to apply for civil services is Must clear or passed Graduation...But also no matter regarding on aggregate o highest percentage of marks in Graduation....
Minimum pass mark in Graduation aspirants also eligible to apply for civil services...S

You are eligible for the exam. There is no issue for the upsc if you complete the degree in the five years rather than the four years.
Upsc requirement is the candidate must have complete the graduate in any stream from the approved university.
there is no issue the degree mode (private/correspondence/distance education/regular).
So don�t worry you start your preparation for the exam and do hard work.
The age limit for the exam is the 21 to 30years for the unreserved category.
Age relaxation for the reserve category, 3 years for OBC category and 5 years for the Sc/St category.
The exam notification may be published in the month of the December and January.
The preliminary exam held in the month of the May and the mains exam in the month of the Ocober.
