but you should be a graduate and your age should be in between 21 to 30 years
you can follow the below eligibilities
eligibilities creteria for civiul service exam;-
educational qualification;-the person must be graduate from any recognized univercity
age limits;-
general-21 to 30 years-maximum 4 attempts for cse exam
obc-21 to 33 years-maximum 7 attempts for cse exam
sc/st-21 to 35 years-no limit for cse exam

There is no percentage criteria and no effect of backlog in your graduation.
If you are fulfill the all eligibility criteria then you are eligible for this exam
Eligibility criteria for IAS exam is
candidate should be graduate from recognized university in any stream. marks or percentage doesn't matter.
