You will be eligible for IAS based on your graduation degree and your age which should be 21-35years as you are SC category.Regarding medical standards,you need to check it in the gazette notification issued every year by UPSC before the registration for Civil service takes place.There disease names and their severity are mentioned so you can check yourself.Minor or major has no relevance in medical field.
Regarding your category and benefit,yes you will get some relaxation in certain aspects.You will get relaxation in age and number of attempts.You will get unlimited attempts till the age limit.Your cutoff marks for the Prelims,mains as well as interview will be lesser than that of General and OBC but higher than ST or PH1/2/3.Your fee will also be exempted while applying..
