yes you are eligible of giving the IAS Exam even if you having a 3rd class marks in your graduation, you just need to be pass in your graduation and your age should not be more than 33 years of age if you belong to the obc category. While filling up the form for IAS if your age is not more than 33 years then you are eligible of giving the exam
yes you can go for this but if you not cross you age limit (21 to 33 year). than you can do it .

Dear if you have completed B.Sc with third grade then there is no problem to apply for this examination because UPSC board does not ask for percentage marks in any class for any examination but as you have mentioned that you are nearing 33 years of age then I would like to say that if you claim for upper age relaxation as per OBC category then also you will be allowed to appear for this test only till 33 years of age and this year's civil service prelims test has been conducted and next examination will be conducted in next year so I would say sorry to you that you are not eligible to apply for this examination
