Yes definitely,you can apply for the NDA 2 exam.
There is no such rule that you will have to apply for the NDA 1,in order to apply for the NDA 2.
The exam is conducted twice in a year and that is why the NDA and NDA 2 are named so.
It is just a entrance exam and you can apply for the any one in a year.
