if you can complete your B.Tech then you can apply for all upsc exams of 2013 .

Yes , Final year candidates are applicable for UPSC Exam.UPSC conduct so many exams but the eligibility criteria of all exams are same .I have listed the eligibility criteria for UPSC exam.UPSC related exams are IAS , IPS ,IES , NDA ,SCRA ETC.
I have listed here the details about Civil Service Exam which is conduct for IAS and IPS recruitment.
EDUCATIONAL QUALIFICATION:
Candidate should have minimum graduation degree with any discipline from a recognized university.
AGE CRITERIA:
For General category candidate,age should be between 21 to 30 years
For OBC category candidates age should be between 21 to 33 years
For SC/ST category candidates,only minimum age is required i.e 21 years.
NUMBER OF ATTEMPTS:
4 attempts for General category candidates
7 attempts for OBC category candidates
Unlimited attempts for sc/st category candidates

you are eligible for the exam in 2013. because according to the upsc requirement any passed graduate/final year appear candidate in any stream of the graduation and also
percentage of marks is no matter for the exam.
the age limit for exam 21 to 30 years for unreserved category.
there are two types written paper:-
one is preliminary exam
second is the main exam.
in the preliminary exam two paper held both of them general studies.
in the mains exam 4 paper of your two optional subject, one is the gerneral studies , one is the comprehensive English and one is the your choice language paper

Because upsc needs graduates in any stream with any percentage from
any university
Final year students also apply for this exam
You can write any exam under upsc exam
Make sure that you will not have any backlogs at the time of applying upsc
If you all clear the subject then only you will be said to be graduate
Other wise there is no choice to apply for any job

Of-course you will be eligible for the year 2013 but you have to produce your pass marksheet at the time of Main exam or at the time of Interview.....Good Luck...

First of all let me clear you one thing that UPSC is not a Exam.
It is a commission which conducts many examinations to recruit in the various important posts of central govt. of India.
You said that you are going to complete your B.tech in July 2013. Then ok, no problem you can still appear in some Exam of UPSC which will be dated after JULY 2013.
This will educationally qualify you to write the exams. But you have to produce the proof of passing the requisite examination with your application for the Main Examinationwherever applicable.
