Dear, APPSC means Arunachal Pradesh Public Service Commission or Andhara Pradesh Public Service Commission (APPSC) whicle UPSC means Union public Service Commission. APPSC belongs to state while UPSC belongs to Central Department of India. If an Officer is recruited by the APPSC he is junior than UPSC Officer of same rank.
