If you appear for any UPSC exam other than Civil Services(Preliminary) Exam, it will not be considered as UPSC prelims exam. Also if you fill prelims form and do not appear for it, you number of attempts will remain same.

it will not considered as UPSC Prelims exam now called
CSAT(Civil Services Aptitude Test). if you attend any of UPSC exam
except CSAT it will not considered as a attempt for Civil Services. if
you have applied for CSAT what you will not appear in the exam it
will not considered as your attempt.
Eligibility Criteria For Civil Services:
graduation from recognized college or university
AGE LIMIT:
General Category: 21 to 30 years
OBC Category: 21 to 33 years
SC/ST: 21 to 35 years
Limit Number Of Attempts:

- General Category: 4 attempts
- OBC Category: 7 attempts
- SC/ST: no limit
