Hello
No you can not apply for UPSC exams being in the third year.
You have to be in the final year to apply for the exams, basically the main logic behind this is that only students who have completed their graduation in any stream are applicable, now the notifications of the UPSC exams are released in the month of february so a student can apply being in the final year.so that when he will complete the degree he can give the exam and with that his one year will not be wasted as every degree course end in the month of may/june .That is why so much of confusion is there regarding this topic.
You are eligible but only after completing the graduation but you can apply for the exam being in the final year.
For more details visit the official website of UPSC.
