yes, of course Marine Engineers are also eligible to apply for Civil Services exam. because for Civil Services exam you need graduation in any discipline.
Civil Services Exam is conducted by UPSC every year for the posts of IAS, IPS, IRS etc.
Civil Services exam constitutes three parts:
1. CSAT
2. Mains
3. Interview
for appearing in exam you have to fulfill some other requirement like:
>>you must have completed or appearing in final year of graduation.
>>your age must be within 21 years to 30 years on 1 August of the year of exam. there is relaxation in upper age limit upto 3 years for OBC and 5 years for SC/ST candidates.
and you must have attained the minimum age on same date and you have not attained the upper age on similar date.

As you have done your bachelor's degree in engineering in marine discipline,you are absolutely eligible for the civil services examinations in terms of academic requirement as bachelor's degree is the minimum requirement.
Other than academic requirement ,you should also fulfill the some other criteria as below:
The age limit for the general candidates is 21-30 years.Relaxations of three years to obc and five years to sc/st is provided.
