The combine Medical Services examination for Doctors is conducted by UPSC. The UPSC takes CMS exams for various post with seats like
(i) Assistant Divisional Medical Officer in the Railways.
(ii) Assistant Medical Officer in Indian Ordnance Factories Health Service.
(iii) Junior Scale Posts in Central Health Services.
(iv) Medical Officers in the Municipal Corporation of Delhi.
(v) General Duty Medical Officer in New Delhi Municipal Council.
If you want to appear in this exam then your maximum age should not over 32 years as on 1st January, of exam year.
The educational qualification for the exam is MBBS. If you are only diploma then you cannot appear in examination.

-The exams conducted by the UPSC for the DOCTORS are known as the COMBINED MEDICAL SERVICE(CMS) EXAMS.These exams are conducted annually.
-Only the candidates who have completed their MBBS,or are in the final year of the same,can appear for this exam.
Sorry,but there is no particular exam conducted by the UPSC for the Diploma holders in the same.
-The essential requirements of the exams
are mentioned below-
# NATIONALITY : You must be a citizen of
India,
or,You must be a subject of Nepal or
Bhutan,
or,You must be a Tibetan refugee settled
permanently in India,before 1962.
# AGE LIMIT : You must not be more than 32
years of age as on the 1st of January,in the
year in which the exam is conducted.
The relaxations are allowed to the reserved
candidates according to the Government
regulations.
# EDUCATIONAL QUALIFICATIONS : You
must have obtained pass marks in the
practical and written exams of MBBS
degree,from a recognized university.
Final year students are also applicable.
-The notifications of the release of
application forms are available in the month
of AUGUST.The examinations are conducted
in JANUARY.
-You can apply only if you fulfil the
complete eligibility criteria of these exams.

UPSC conducts combined medical services exam for doctors for medical officer posts in govt. hospitals.generally combined medical service exam is conducted in the month of january. But for 2012 exam is conducted on june, notification issued on march month.
So refer upsc.gov.in website for that particular year.
Age limits:
not more than 32 years of age as on 1st jan of the year you apply.
OBC candidates can claim upper age relaxtion by 3 years, SC/ST candidates can claim relaxation for 5 years.
Similarly there is also relaxation for ex-servicemen, some adhoc doctors, physically challenged people etc. Refer notification for the exam for full details regarding this.
There is no separate exam for diploma holders.
