i would say english should be your first priority.
first of all u should look fr the particular exams u r focusing in UPSC.. check their respective syllabus and requirements.. then go through it n u will easily find ur answer..
political science, Gandhian thought, Geography, Geology
I recommend you to opt for English as one of the optional subjects.You can find it in common with your course.
As for the second subject,Public Administration is by far the best choice.Its very scoring and it also helps u know that how the central government functions which might prove beneficial at the interviews.
Also Indian History and Political Science are good choices as they are helpful at the preliminary exams too and are also very scoring.
i think history and poltical science should be chosen by you

Choose those subjects in which you have intelligence & depth enough.
choose the subjects according to your choice., there is no subject common in mass communication and cse but you can choose subjects according to your interest or some of the subjects are close to mass communication such as public administration etc.
