Yes there is relaxation benefit for PH Candidates in UPSC Examination.
Infact almost every government competitive exam holds certain number of seats for Physically Handicapped Candidates.
So you can perfectly apply for the UPSC Examinations.
You just need your physical disability certificate from Government recognised Hospital and disability should be more than 40% to avail the relaxation benefit.

There is relaxation of Age Limit for the Physically Handicapped(blind,deaf,mute and orthopaedically handicapped) persons.
In the general category the age limit is 21-30yrs but for physically handicapped persons age limit is relaxed upto a maximum of 10yrs.
So the age limit for Physically Handicapped candidate becomes between 21-40yrs.
The no.of attempts is also relaxed for Physically handicapped candidate belonging to the general category & it is 7 times.
Physically Handicapped candidates are exempt from paying the exam fees for UPSC Civil Services exams.

In civil services examination physically handicapped candidates has 10 years of age relaxation.
Age Limit :
GEN : 21-30 years
OBC : 21-33 years
SC/ST : 21-35 years

For civil services examination candidate must be graduate from any recognized university and also can apply in last year of graduation.
No percentage barrier for civil services examination, Those candidates are also eligible which just have passing marks in graduation.

The age limit for giving the exam for PH category students is 21-40 years.

but for the exams at graduate level you can avail the benefits.
Like If you talk about Civil services exam which you can give after your graduation.
