After 12th you cannot apply for IPS exam because minimum qualification is not 12th.Graduation is the minimum qualification for IAS exam.But you can apply for other exam such as National Defence Academy Exam,SCRA,SSC exam etc.
For NDA Exam - Your age must be between 16 1/2 -19 years.
Qualification is 12th passed.
Nationality must be Indian.
Only male candidates can apply for NDA exam.
For SCRA Exam-Your age must be between 17 -21 years.
Qualification is 12th passed with science stream.

No there is no such type of rule or any criteria to apply for UPSC IPS Officer exam after completing 12th class because it is the Civil service post and only graduates are eligible to apply for civil services posts but you haven't completed your degree yet so that you can not apply for this exam and to apply for this exam first of all you should go to the college/institute/university and get the admission in any bachelor's degree - BA/B.COM/BSC/BBA/BBM/BCA/B.TECH/BE/ETC. and your university should be recognized under the Indian government and try to secure more and more marks in your degree and try to complete your degree without any backlogs or any ATKT and complete your 21 years of age then you would be eligible to apply for this exam till 30 years of age.

After complete the +2 you could not give the civil service exam because the eligibility criteria of the exam:-
Candidate must have complete the graduation in any stream from the approved university
The age limit for the exam is the 21 to 30 years.

sorry to say that you can't become an IPS officer on the basis of your 12th qualification. for Civil Services you need graduation degree in any discipline from recognized college or university with any percentage. final year candidates can also apply for the exam. if you are not able to do graduation in regular mode then you can also do it in distance mode.
for IPS your age must be within 21 years to 30 years on 1 August of the year of exam. There is also available relaxation in upper age limit according to government norms as 3 years for OBC and 5 years for SC/ST candidates.
for IPS post you have to write Civil Services exam that is conducted by UPSC every year.
Civil Services exam is conducted in three phases and you have to clear all the phases to become an IPS officer.
The three phases are CSAT(Prelims), Mains and Interview
there is also applicable limit of number of attempts like 4 for General, 7 for OBC and there is no limit of number of attempts for SC/ST candidates.
