The qualification required to apply for the exam is that one MUST be a graduate(3 yrs/4yrs) from a recognized university.
Age limit:
A candidate must have attained the age of 21 years and must not have attained the age of 30 years on 1st August, in the year of examination.

The age limit is for general category is 21 to 30 years. And attempt the exam 4 times.

Because the age limit for general category is 21-30 years whereas a relaxation of 3 and 5 years is given to the obc and the sc/st category respectively. Sorry, to say that you can't apply for Civil Services Exam at the age of 40 years.
Eligibility Criteria For Civil Services:
>>you must have completed or appearing in final year of graduation.
>>your age must be within 21 years to 30 years on 1 August of the year of exam. there is relaxation in upper age limit up to 3 years for OBC and 5 years for SC/ST candidates.

IPS stands for Indian Police Officer.
To become an IPS Officer one needs to sit for the civil services exam.
Civil services exam is conducted by UPSC once in a year.
