Yes you are eligible to crack civil service examination after doing B.E in ECE.You may choose Electrical engineeiring as most of the topics of Electrical Engineering you might have studied in your branch paper(ECE).Go through UPSC official websites and download previous year question paper of UPSC(www.upsc.gov.in) and try to solve them.But if you feel that you are not confident in those papers then go for other optional by provided by UPSC .Go to your tenth class memory which art paper you like most or any other subject in which you have interest and as well study material is also easily available.
