Dear Friend,
You Handwriting skill matters to you only and not to UPSC Examination.
If you are comfortable in your writing skill and people can understand your writing than I don't think so you need to concentrate on your writing skills much.
But yes Your writing skills should be prompt and clear.
It should be such that examiner should not have any problem in understanding.
Your writing skills should also be fast enough to complete the answer in the given period to solve maximum questions as possible.
To improve your writing skills you need to do a lot of practice of writing on the paper.
Essay paper and Main papers do have lot lengthy answers involved which candidate has to write in given amount of time and that too precisely to score highest.
So if your current hand writing skill is enough to be understandable and it is reasonably fast than you should not give much attention to it.
You need to give more concentration on your preparation for the examination because that matters the most.
Hope it satisfies your query.
All the best for the examination.
For further queries feel free to write back.
Regards.
