you can attend UPSC SCRA and NDA exam on the basis of +2.
but according to me you must complete your graduation then apply for UPSC exams
then you can apply for UPSC Civil Services Exam,CPF, IFS, CDS, IES, CMS etc.

NDA exam conducted by upsc is on the basis of 12th qualification.

Eligibility criteria for NDA:
candidate must be an indian male.
candidate must have passed intermediates from recognized board or university with mathematics,physics and english.
age of candidate must lie between 16.5 to 19 years.

For nda exam:-
Age limit for the 16 to 19.5 years only unmarried candidate eligible for the exam.
No relaxation for the reserve category
Secondary class with non-medical subject (math.chemistry, physics)
Two times held this exam in a year.
For SCRA special class railway apprentice:-
Secondary class passed in any stream from the recognized board.
Age limit for the 17 to 21 years
No relaxation for the reserve category

and for almost every exam graduation is required but,
for the 12th class students upsc conducts exam like ,
SCRA (special class railway apprentice)
NDA(national defense academy)
for SCRA age required is 17 to 21 years.
for NDA age required is 16.5 to 19 years.

You can apply and appear for NDA and SCRA exams if you meet the Eligibility.
Eligibility For NDA & NA Exams :
NDA exams are conducted Twice a year by UPSC.
You can join the Army,Airforce and Naval Wing of the Defence Forces of India.
Age Limit :
Age of candidates between 16.5-17yrs.
No relaxation of age limit for any candidates.
Educational Qualification :
Army Wing-12th Pass /eqivalent form a recognised board.
Airforce & Naval Wing-12th pass with Physics and Maths as subjects/equivalent
Candidates appearing in the 12th class exams are also eligible to compete.
Eligibility for SCRA Exam :
UPSC SCRA exams are conductsd to make recruitment to mechanical department of the Indian Railways.
