No it will not affect your UPSC exams marks/rank.
You can appear in the UPSC exams in Hindi instead of English.
Language is a medium of expression of your Thoughts,Views,Knowledge,etc.
So,you should choose the language English/Hindi according to your comfort
level and fluency.This will enable to express your answers in the most appropriate
way infront of the examiner without being misunderstood by anyone.It will also
help to economise on the time spent on a question and you will not waste time.
This way you can improve your score by attempting more questions in given time
and quality of your answers will be better.

No......!!!!!! Dear, there is no affect on marks if you give exam in Hindi instead of English. But, your English must be good because you have to attempt a compulsory paper for English. Following is a part of Advertisement of Civil Services Exam in regards of English Paper.

candidate's ability to read and understand

No, it won't effect on your upsc exams either you are writing in hindi or in english, Its only a mean of communication to judge how good you are in both the languages. being an indian we use hindi because its our mother tounge and english its an nuniversal langauage.
