You just need to be passed in your Graduation Degree in order to apply for IPS Examination.
to become IPS you need to apply for Civil Services Exam conducted by UPSC.
Your age limit should be between 21 to 30 Years of age for General / Unreserved Category Candidate.
Age relaxation is provided to reserved category candidate according to the guidelines of UPSC.
So if you haven't finished you graduation than first finish you graduation and than apply for the examination.
