to be an ips officer you have to apply for upsc civil services exam for which you need to be a graduate in any stream from a recognized university under ugc . and being an obc aspirant you will be given an age relaxation of 3 years and thus the age limit for you will be 21-33 years .which will make you eligible for this for sure.
but cracking the exam is quiet a difficult work to do. so if you are will to prepare for this exam then you have to give your 100% to clear this exam.a half baked preparation will not make you to the success.
for this you will have start preparing for the exam right now in advance .so that at time of the exam just have to go through the syllabus. you can prepare a time table that do justice to every subject .
analyse your abilities and capabilities and make decision accordingly.you can refer as many books as you can for your preparation.make use of everything the news papers ,magazines ,books of examination along with that you can take the help of previous year examination papers .communicate with your elders that can be source of motivation when you feel down.a good well planed preparation will certainly pay you off in the exam

The upper age limit for ips exam is 28 year. Though you are come under the obc category you are eligible for giving ips exam because for obc category the age relaxation is 3 year.
You can start your preparation positively.
Best of luck.
Thank you.

=> One have to get minimum required marks in both the papers to qualify for the next round .
=> This exam marks are not considered in the final merit list .
2) Main Exam

yes sir,
you give the civil service exam and got high position in the civil service exam.
if you complete the graduation in any stream form the recognized university which is approved by the ugc/aicet.
you are belong to the obc category, you have the 3 years age relaxation for the exam.
you are already government employee so you have low time to perpartion for the exam.
