You can prepare for the examination with e-books download from internet or online reading books are also good for you. You can buy different current affairs books like pratiyogita darpan and other publications books.
You should read newspapers regularly and more editorial page. Now you are in B.Sc. 1st year you can apply for upsc exam when you will appear in your bsc 3rd year examination of university.

What I understand, presently you are in first year of your graduation, and you may be very well knowing graduation is the minimum eligibility to appear for Civil Services Examinations conducted annually by the UPSC, RIGHT?
So, I would today advise you to go ahead with your graduation with an eye on the exams you would be appearing during or after your finals of Bsc.
Meanwhile, it would be highly important that you choose a couple of subjects available in your graduation course and start preparing simultaneously for the CSEs. I think this can be the best way to fair well in the graduation and CSEs as well!
Ofcourse, the other requirements of CSE, such as preparation for G.S., Language, etc. can also be your cup of tea at this stage.

As you are in your Ist year so you have almost 3 years span for the preparation + 2 years of ineligibility of given the examination, so I will suggested you think these 2 years for the deadline of preparation you start specific preparation right from today, as UPSC only asks question's from the standard upto 10+2 level.
so still there is no problem few advices for you follow them
eligibility criteria are as follows to give this exam
1. must be university graduate form reconised university or equivalent.
2.Age criteria :
-One should be in the age group of 21-30 years by 1st August of the year in which the examination is going to be conducted.
-Relaxation in upper age limit upto 3 years for the candidates of OBC
-Relaxation in upper age limit upto 5 years for the candidates of SC/ST.
-Relaxation in upper age limit upto 5 years for Ex-service man.
3. indian nationality is must or subject of it.
tips
1.choose two optionals carefully & start improving writing in them, do practice to write answers in essay manners in particularily these two subjects atleast.
2. learn NCERT BOOKS FROM class III to XII,fro the general studies.
3.start reading two good level competitive magazines like compeptition success review,prtiyogita darpan,frontline for the current affairs.
4.purchase a good ATLAS,learn it heartly.
5.order correspondance study material (though it is optional upto you)
You can start your initial preparation by solving previous papers of IAS.
It will give you an exact idea of the exam pattern as well as the level of your preparation.
