your eligible to write the Union public service Commission exam if you cleared your subjects in second attempt
you can apply while in your final year Degree for Civils exam.

YES YOU ARE APPLICABLE FOR THE UPSC EXAMS.
The backlog and supplementary is not a issue or any problem,if you have cleared them in time.You will face no hurdle and problem while applying for the UPSC exams as you have cleared the backlog successfully.
NOTE:HAVING A HISTORY OF THE BACKLOG IS NOT A PROBLEM,BUT IF YOU HAVE IT IN CURRENT THAT WILL NOT ALLOW YOU TO APPLY FOR THE ANY EXAM. Once the backlog is done,no problem.For more details visit the website of the UPSC.

The criteria for appearing in UPSC Exam is :
1. Nationality : Indian
2. Academic qualification : Graduate in any stream from any recognized university.
3. Age limits : 21-30 (OPEN), 21-33 (OBC), 21-35(sc/st).
4. Attempts : OPEN-4 , OBC-7 ,SC/ST-9 .
You are eligible if and only if you are a graduate. No matter how many times you appeared for the same paper repeatedly. Ultimately you should have the certificate of graduation; that's all.

HI
If you have backlogs in your graduation then there is no problem in the application of the UPSC exam you can apply at that time.
But if you did not cleared all the backlogs at the time of UPSC exam then you will not to allow to sit in the examination because the most important condition for the UPSC exam is that at the time of exam you must have all clear in the Bachelor degree.

you can join upsc exam after clearing your fail subject in next attempts.
to apply upsc exam,
===you must be graduate from a recognized university
====final year candidates are also eligible for upsc exam.
==general age limit is 21-30 years.
==age relaxation is given to reserved category students.

Yes dear definitely i mean there is no doubt at all in your eligibility for UPSC exams and you can apply for following UPSC exams generally
UPSC civil service : A bachelor's degree in any discipline from as recognized university and final year pursuing candidates are also eligible and age should not be less than 21 years and more than 30 years and relaxation in upper age as per government guidelines which is 5 years for SC/ST and 3 years for OBC category candidates
UPSC Combined Defense Service :
IMA : A bachelor's degree in any discipline from a recognized university and final year pursuing are also eligible and age should be between 19-24 years
UPSC Indian Forest Service Exam 2013 : A bachelor's degree in any one of the following disciplines from a recognized university
Agriculture
Animal Husbandry and Veterinary Science
Botany
Chemistry
Engineering
Forestry
Geology
Mathematics
Physics
Statistics
Zoology
Age should be between 21-30 years and relaxation in upper age as per government guidelines which follows same as mentioned above
Presently UPSC board is inviting applications through online mode for the civil service examination and you can apply for this exam between - 5th march 2013 to 4th April 2013 at www.upsc.gov.in

I think it doesn't mean what you did in your first sem.
If you cleared you graduation with 60% marks with all clear.
After this you can apply for the exam .
