When you will appear in 8th semester of your university examination then you can apply online for the upsc examination. Yes you are fully eligible for the national level upsc examination. Also you can apply for ies examination i.e. engineering services examination conducted by upsc.
You should log on to www.upsconline.nic.in for online application otherwise if you want to go for offline application then you should buy the application form at post-office.
