for UPSc your age must be within 21 years to 30 years.
And there is relaxation in UPPER AGE limit for reserved category candidates(3 years for OBC and 5 years for SC/ST candidates).

Well it does not matter as you are fail in some subjects or getting less
Marks as you just need to be pass in graduation from a recognized
Indian university by passing marks
And but your age should be 21-30
If you are a obc then it should be 21-33
And if you are a sc/st then it should be 21-35

dear if you scored less then its not a problem but all you need to do is you have to pass your engg. then you can apply for the upsc exams because upsc requires graduated or engg. students who did from a recognized university....so you have to get passed then only you can apply for upsc exams and then only you will be eligible for upsc exams...

you need to have minimum atleast passing marks in the final year of graduation or engineering.

There is no issue of percentage and backlogs in UPSC exam.
You should only satisfy the eligibility criteria.
You can appear for CSE exam and IES exam.
Qualification for IES exam
You must have technical degree B. Tech or BE in any stream
You can apply in following stream

Dear, if you have completed your Graduation with less than 50% it doesn't matter though you are failed once. Because UPSC needs only Graduates. So, don't be panic and prepare well for the UPSC Exams.. In UPSC Exams you have to score good marks even near about 70% only then you are supposed to be in the merit list.Dear, its better to go for Coaching. Choose those subjects in which you feel comfortable. It doesn't matter, if you choose Arts Stream Subjects. So, Good Luck....

Yes you are eligible for UPSC Exams if you have successfully completed your graduation(engineering) without any pending backlogs now.
Also , i would like to inform you that there is no percentage bar in UPSC Exams as the only thing required is you must have completed your graduation in whatever stream from any recognized college/university.
However , in the meantime , you also have to fulfill the other required criteria for the same as :
* Your age should lie in between 21-30 years.
* Relaxation in upper age will be provided to you if you belong to any reserved category.
