2 FOR OBC= 7 ATTEMPTS.
3 FOR SC/ST = NO ANY LIMIT.

You have to wait for sometime, When you will appear in 8th semester exam of your university then you can apply for upsc exam. But you can start preparation right now. You have to select in which upsc exam you want to appear. You can appear in IAS/IPS/IFS/IES exam.

any university that is you wish

Coming to qualification you must be a graduate or being a final year student

As you mentioned studying 7th semester means 4-1 or 4-2 semister

Now you are studying 4rh year so no problem at all

But you have to submit all the required certificates at the time of selecting
process
