sir i have 3 back logs to to be cleared in november 2012,and i cleared few subjects in supplimentary.
I studied chemical engineering. My 10th percentage is 74 and intermediate is 69.
Am i eligible and can i succeed in this exam.please guide me.

If you have Backlogs remaining in your graduation then you can not apply for the UPSC exams.
The minimum qualification for the exam is that the candidate must have completed the graduation without any backlog from a
recognized university or college.
Final year students can also apply only when then their are no backlogs at the time of examination.
Your age for the exams must lies in between 21-30 years.

for applying in Civil Services Exam you need to clear all your backlogs.
so, if you have cleared your backlogs and you have completed your Engineering then you can definitely apply for Civil Services Exam.
Eligibility Criteria:
1. Graduation from recognized college or university with any percentage.
2. your age must be within 21 years to 30 years. also there is relaxation in upper age limit upto 3 years for OBC and 5 years for SC/ST.

You have to clear the UPSC Civil Services exam to become an IAS/IPS Officer.
Civil Services exams are conducted every year to make recruitments to 24 posts/services.
Eligibility for CSE :
Educational Qualification :
Graduation in any discipline from a recognised University/Equivalent.
Final year appearing/appeared candidates can also apply on provision.
So you can apply to CSE,but before the Mains exams you have to clear
all your backlogs and obtain your Final results.You must clear your graduation
with a Pass Class in all the subjects.
Age Limit :
General Category-21-30yrs
OBC-21-33yrs
SC/ST-21-35yrs
Attempts :
You should prepare well before applying to CSE otherwise you will waste your attempt.
The no. of attempts are restricted in the UPSC CSE as under :

In my opinion you should first concentrate on studying and clearing backlog subjects in Nov and apply for CSE 2013.

To be eligible for the civil services examination,you need to clear your bachelor's degree with at least passing marks.Final year graduation candidates are also eligible for the the civil services.
So,you are not eligible for the civil services examinations,first clear your backlogs then only you will be eligible for the examinations.
However for future reference you may know certain other criteria:
Age limitations: 21-30 years for general category
>>21-33 for obc and 21-35 for sc/st respectively.
