it is better to choose upsc for you because there is so many reasons for that like.
1. upsc jobs are higher than any state govt, jobs .
2. upsc jobs give high paid .
3. upsc is a central department .
and many more
so i think every body should prepare your self for upsc because in case hi/she is not selected than definitely he/she will clear the state level exam.

At this point of time i.e. in the 3rd year of engineering course you are not eligible for the UPSC or MPSC Exams.
But you will be Eligible next year, when you will be in your final year of Degree course.
So it is the right time for you to start your preparations.
First of all you should choose a Exam based on your aptitude and Interest.
Then you should collect complete Informations like Eligibility criteria, Syllabus , pattern etc. of the Exam.
Then you should go through the previous question papers of the Exam and finally plan your strategy.
And coming to your Question regarding MPPSC and UPSC ; I will suggest that you should prepare according to both the Exams as this will not require any different means but you will be in a more better position afterwards.

Sorry,you are not eligible for any UPSC exmas while pursuing your third year of engineering.
Some of the essential requirements of UPSC examinations are as follows:
1.Educational qualification:
>>Bachelor's degree in any stream from recognised university.
>>Final year candidates are also eligible to appear for this examination.
2.The age of candidate should be between 21-30 years.relaxation is provided to OBC/sc/st.
3.You can attempt UPSC exams for only 4 times if you belong to Open category.for obc is 7 and sc/st is unlimited.
NOTE: Friend you can start preparing for the upsc examinations from right now as it is a tough exam with lots of competitions .you can start coaching classes for the
IES it may prove beneficial to you.

MPSC will allow you to get job within you state as it is a state government body.
so ti is better to go for UPSC that will allow you to get jobs throughout the country as it is central government body.upsc conducts many exams every year such as NDA,SRCA,CDS,IAS,CPF,IPS,IFS,IRS,etc. for CDS,IAS,CPF,IPS,IFS,IRS,etc only graduate students are eligible

>> if you are a beginner then you have to first try for MPSC this will good for you and that will gives you an idea for upsc also.
>. after that you can apply for upsc because you have only 4 try for upsc so you should not waste this try.
