In both exams you can participate. In MPSC you can get the jobs of state government. But in UPSC you can get the posts related to Central Government. In upsc you can become ias i.e. deputy magistrate and in ips exam you can become SP.
You are the student of engineering. So, you can fill the form of ies engineering services exam. In this you can get the job of central engineering posts in railway and other companies of central govt.

First both these exams are different exams
Like UPSC Means Union Public Service Commission
And upsc is a central level exam and they are conducting the exam for the whole country
And on the other hand mpsc means maharastra public service commission
And it is a local board and conducting the exam for the local area maharastra
So it will depend on you for which you want to apply
And even you can apply for both upsc as well as mpsc department
Or better would be to choose your self

you can apply for various UPSC and MPSC exams after completing or while appearing in final year of your engineering. then you can apply for various UPSC exams like civil Services, IES, IFS, CDS, CPF etc. you can also apply for various MPSC exams.
