Yes, you can apply for IES exam as ECE stream.
Eligibility:-
-- You must be a engineering graduate to apply for the examination.
-- Final year candidate can also eligible to apply.
-- You must have completed your engineering from these streams:-
--ELECTRONICS AND TELECOMMUNICATION ENGINEERING
--CIVIL ENGINEERING
--MECHANICAL ENGINEERING
--ELECTRICAL ENGINEERING
-- You must not have any pending back logs during engineering.
-- AGE LIMIT SHOULD BE 21 - 30 YEARS.
-- YOU MUST BE INDIAN CITIZEN.

As you have completed Engineering from computer science , you are a degree holder in engineering.
So, you can not apply in IES exam with your own stream.
But you can apply in IES exam with one of the above listed 4 streams.
So, you are eligible to apply in IES exam with ECE stream.

As per my information and experience of appearing in IES exam once goes,CSE does not come under any of the streams in IES.So,I am afraid you cannot apply for the same.You can always sit for IAS and other upsc exams though.For more details visit upsc.gov.in.Good Luck!

As you are a computer engineer there is no such examination in IES pattern.
But you can give IES examination with one of the above listed departments.

Sorry friend I think you are not eligible to give the IES exam of UPSC.
Because UPSC doesn�t include the candidates of ECE branch in IES exam.
To be appear in IES exam you should have technical degree one of the following stream given below:
Electrical
Electronics and Telecommunication
Civil
Mechanical
Age criteria
You should be 21 to 30 years old
Age relaxation
SC/ST + 5 years
OBC + 3 years
Citizenship
You must be Indian.

yes, a computer Engineer can also apply for IES exam. but you have to give the exam by choosing any one category from the following four categories
1. Civil Engineering
2. Mechanical Engineering
3. Electrical Engineering
4. Electronics and Telecommunication Engineering
You can't apply as ECE student. You can apply as any category from the upper listed categories.

IES stands for Indian Engineering services.
This examination is conducted by union public service commission.the eligibility criteria for this examination is:
1.You must hold bachelor's degree in engineering in the following branches:
>>Civil engineering
>>Electrical engineering
>>Mechanical engineering.
>Electronics and telecommunication engineering.
2.Final year candidates are also eligible for this examination.
>>You should not have any active backlog at the time of examination.
3.AGE:
>>For general: 21-30 years.
>>For other backward caste: 21-33 years
>>For SC/ST: 21-35 years.
4.No of attempts:
>>For general :4
>>For other backward caste: 7
>>For scheduled caste or tribe: unlimited.

Actually the fact is that as per UPSC eligibility criteria for IES(Indian Engineering Service) exam,the candidates who have engineering degree in any stream are eligible for IES.
But they have to apply under four category,as there are only four category available and those are
1)Mechanical Engineering
2)Civil Engineering
3)Electronics and Communication Engineer
4)Electrical Engineering
Any one category,you can apply.It really does not matter from which stream you belong to but you will have to give apply under any of these four categories.
