IIT-JEE and UPSC exams belong to different domains. IIT-JEE syllabus is close ended but UPSC exams syllabus is open-ended. Moreover, UPSC exams cover a wide range of subjects. You need only a basic understanding of maths and logic to solve aptitude questions, so solving IIT-JEE papers will not be of great help in your preparation for UPSC exams.
