Dear if you want to appear for UPSC exams then you do not need to show any type of domicile or cast certificate to the board or examination or any panel of experts because to appear for examination you just need to have eligibility that is demanded by the board as if we take that you wants to appear for Indian Civil Service Examination then you should have at least a graduate degree in any stream from a recognized university and final year pursuing candidates are also eligible to apply then your age should not be more than 30 years so all these things matters before appearing for examination and if you have all these necessary requirements then you will be allowed to appear for examination with a proper call letter and you will have to show your ID proof while appearing for examination and that may be your - Voter ID/ PAN Card/ Driving License/ AADHAR Card/ Bank Passbook/ Visa etc. so you will be allowed
If you think that domicile certificate is necessary so I would say that all the required documents are necessary to be eligible for entire selection process being conducted by the board because if you will pass examination then you will be called for personal interview and that time would be the verification time of your all documents that are compulsory to have and following documents will be verified while interview process and you should possess all :
Application Form of the Recruitment Process that you filled before applying for examination
Fee Receipt of Payment of examination fee either bank receipt or Invoice received online
Application form of the Interview Process that you have filled before applying for Interview
Original Score Card and Certificate or all academics from a reputed board - 10th, 12th etc.
Original Bachelor's Degree Certificate provided by the university after completion of graduation
Original Certificate or Diploma or all other qualifications that you have i.e. - Computer, Extra etc.
Certificate of Experience provided by the company/ organization if you have worked for that
Original Identity Proof - Voter ID, AADHAR Card, Driving License, etc.
Original Cast Certificate Provided by the Central Government of India
Original Domicile Certificate Provided by the State Government of India
Original Transfer Certificate of academics if you have left any college or university
Original Character Certificate and at least 3 - Provided by the Doctor, College/University and third should be given by the head or mayor or your area as per government norms
Original Medical and Physical Fitness Certificate provided by the reputed authority - Hospital etc.
Original and Updated Employment Registration Card provided by the appropriate authority in your district

State Domicile Certificate can be received from the Office of SDM or Tehsieldar of your Tehsiel where you just have to go and fill up offline application form and attach all the necessary documents and you will get your certificate within 21 days of your application so please be ready for the future always
