dear friend,
yes, working professional are eligible to apply for Civil Services Exam. For UPSC exams It does not matter that you are employed or unemployed.
and you should not need to submit your work experience. because for UPSC exams selection is made only on the basis of rank which you got in the exam.
Eligibility Criteria:
1. graduation in any stream.
2. Age Limit:
general: 21 to 30 years
OBC: 21years to 33 years
SC/ST: 21 years to 35 years.

Yes the working professional are eligible to write the exam
As for the exam the candidate just need to be pass in graduation
With pass marks and their is no need of any work experience for the
Civil services exam as this is not the criteria from the upsc department side
Citizen:
~ The candidate should be a citizen of India
Educational Qualification Required for the CSE Exam:
~ The Applicant just need to be pass in the graduation
~ Or either the final year Applicant can also write the exam
~ Their is just need to be pass in graduation with pass marks
Age Limit For the CSE Exam:
~ For the exam the candidate age must be between 21-30
~ Also their is relaxation given to the obc 3 years
~ Relaxation given to the ph candidates of 10 years
~ And relaxation given to the sc,st 5 years

yes,professionals are eligible for the civil services examinations.and there is no need of submitting any work experience certificate to upsc.
All you need is to fulfill the given eligibility criteria:
1.Graduation in any stream from a recognised university.
--->Your age should be between 21-30 years.
You should be an Indian citizen.
No of attempts:
the no of attempts for general candidate is 4
OBC: 7
>>sc/st: no limit.

yes working professional can apply for upsc exam if they fulfill the educational qualification and age criteria for the exam they want to apply for .

# You must hold a citizenship to India.
Subjects to Nepal or Bhutan and Tibetan refugees who settled in India permanently before 1962 are also permissable !

Every candidates who are employee or un-employee are eligible if they fulfill the below criteria .
=> one must be a indian citizen.

~ Minimum graduation from any recognized university in any stream .
or
~ A final year graduate student also eligible for the exam .
