Minimum Eligibilty to sit in the UPSC civil Services Exams is Graduation Pass
So, you have to clear all the papers of the Graduation, before you can apply for the Exams.
Though Final year Graduation Students are allowed to give the Prelims Exams, but they have to produce the passing certificate before writing the Mains Exams.
Age to give this exam is minimum 21 years and maximum 30 years
OBC candidates gets 3 years age relaxations and SC/ST gets 5 years age relaxations
Attempts- 4 for General Candidates
7 for the OBC candidates
No Restriction for the SC/ST candidates
So i would suggest that keeping in mind the above eligibilty criteria and also the fact that UPSC exams require lot of Preparation, you should complete your Graduation and than prepare for one year and than give the Exams

You can prepare for IAS exam BUT........... you cannot apply until and unless you clear your backlogs.
The criteria for appearing in IAS Exam is :
1. Nationality : Indian
2. Academic qualification : Graduate in any stream from any recognized university.
3. Age limits : 21-30 (OPEN), 21-33 (OBC), 21-35(sc/st).
No such percentage criteria is given for applying for IAS Exam.

Dear there is no problem about the preparation of the Civil Services examinations as you are preparing for IAS exam because you are preparing for exams you are not applying but if you wish to apply for this exam on the basis of your current qualification then you can not apply for UPSC IAS exam until you do not clear your backlogs and do not receive you final year marksheet your degree from your recognized university but if you want to become an IAS Officer then you can prepare for the prelims exams and can prepare well to perform well when you face the exam and you should not leave the preparation of your exam because if you will keep your study continue then you would be good in the knowledge and can crack the exam so prepare for your exams and IAS also and clear your backlog first then apply for IAS 2013.

in this exam there is not matter that how much your backlogs . you just passed graduation at time age limit.
IAS ELIGIBILITY:-
> you should have to passed graduate in any stream from the recognized university.
> you must be an indian.
> age should be 21 to 30 years.
AGE RELAXATION:-
> for obc = 3 years.
> for sc/st = 5 years.
> for ex-servicemen = 5 years.
> for ph = 10 years.
NO OF ATTEMPTS:-
> for general = 4
> for obc = 7
> for sc/st = no limits

You can apply for IAS Exam. Because a candidate who have pass or appearing in final year can apply.
Therefor you can appear Preliminary Examination.
You would be required your degree before the main exam.
If you can not show your documents then your candidature will be rejected.
