dear friend,
for UPSC you need only complete your graduation in any field with any subjects from recognized college or university.
so in UPSC your graduation only matters.

Be more specific in your question. Upsc conducts a lot of examination such as IES, civil services, CDS etc.
In IES , you have to concentrate more on electronics
In case of civil services, you have to choose one subject as optional. Instrumentation is not one of the optionals available, instead you can choose electronic engineering. in that case too, you have to concentrate on electronics. But if you are not going to choose that as option, u need not worry about it. Because instrumentation is not linked to any other optionals.
In case of CDS, only English and general knowledge is the syllabus

Dear friend,
It depends upon the exam you are opting to write.
for civil services preparation virtually there is no use of E&I.you have to select two optionals based on your interest and comfort.
if you aspire to write IES,then there are four categories namely civil,mechanical,electrical and electronics and telecommunication engg.
so in the face value it may not have much relevance
saying so it does not mean that you should take it lightly.
remember knowledge never goes as a waste.
